The best low-cost LED grow lights will emit enough light for your plant to mature from seed to harvest. It's the equivalent of 20–40 moles of light per day.
You need a grow lamp that puts out between 600 uMols (for 18 hour veg) and 925 uMols (for 12 hour flowering) of PPFD in order to reach the 40 mole level for maximum yield.
Wattage is not a reliable measure of performance when it comes to grow lights; all that matters is that there is enough light intensity. Here you will find other reading material on the subject.
A well-balanced spectrum is a hallmark of the greatest low-cost LED grow lights. Some of the poorest performing lights have too much blue or too much red, which leaves you hanging for the Veg or Flowering stage of growth.
Spectrum isn’t a solid science yet, therefore some grow lights will differ significantly. But generally speaking your LED grow light should employ a white spectrum or a balance of blue and red (purple appearing) (purple looking). You may find that out by checking the spectrum chart of each light.
The best affordable LED grow lights will cover the space you need covered for a fair price. Be skeptical of the claimed coverage area of cheap lights.
Typically, even the "best cheap" lights won't adequately illuminate an area larger than 2 square feet. The size of your space
If you’re trying to grow numerous plants at once that cover a vast area, it stands to reason that you’ll need more light! Costs will increase when more grow lights are purchased. To determine the "footprint" of the energy emitted by each light, we recommend inspecting its individual components. With this information, you may decide if it's more cost-effective to buy several smaller lights or one larger but more pricey light.
What stages of plant growth you’re trying to light
You can better estimate the amount of light your plants will need if you know at what stages of their growth and life cycle they will need it the most. You may not need to spend more on a combination or adjustable full spectrum light if, for instance, your plants will only require lighting during the very early growth phases. If you want to save money but still make sure your plants have adequate lighting throughout their entire lives, a combination light that provides the right wavelength at each growth stage may be the way to go. This is because you won't need to buy as many separate lights or bulbs to achieve the various effects you want.
What kinds of plants you’re growing
Throughout their life cycles, the vast majority of plants go through the same morphological changes. This suggests that despite their differences, most plant species had similar light and wavelength requirements from seed to bloom. But it doesn't mean different plant species don't have different needs at different stages of their lives. Before you go out and get a grow light, be sure you know exactly what your plants need.
Are cheap LED grow lights good?

How much coverage can I get from a cheap LED grow light?
Low cost LED grow lights are usually entry level and don't provide much benefit for the money. The versions I highlighted above will protect an area between 2 and 3 square feet in size.
There is no need to be overwhelmed by the prospect of researching and purchasing a high-quality grow light at a reasonable price.
